Commonwealth of Pennsylvania and Russell Sage College Workforce Development Agreement
Through the Russell Sage College Workforce Development Partnership, Russell Sage College offers a 10% discount and waived application fees to eligible Commonwealth of Pennsylvania employees and their dependents for designated online graduate degree programs.

This agreement started because faculty at Russell Sage have worked with the Commonwealth on community corrections training in the past, and Russell Sage offers the only online master’s degree program in the country focused on community corrections. To provide the most benefit to Commonwealth employees, the agreement was expanded to cover other online Russell Sage graduate programs.
Eligibility Requirements
- All employees of participating agencies are eligible, excluding annuitants, if they are in an active pay status when their application is verified with the Office of Administration (OA).
- Full-time and part-time employees are both eligible.

How much is the tuition discount?
Tuition varies by program, but ranges from $603 to $724 per credit after the 10% discount is applied.
The discount is 10% off the tuition rate for the following graduate online degree programs:

Application Process
Once you apply, Russell Sage College will send your information to the Office of Administration to verify your employment status with the Commonwealth of Pennsylvania.
After the Office of Administration verifies your employment status, Russell Sage will apply the tuition discount to your account.
